Planning Division Overview:

The Planning Division plays a critical role in achieving the City Council’s goals and objectives relative to the physical development of the community. This includes current planning and advance planning sections.

The mission of the Planning Division is to ensure a superior quality of life for the City of Modesto’s current and future residents by addressing matters concerning growth and the environment. Effective long-range planning processes seek to manage growth and change. The Planning process must balance the need to facilitate private investment in the community with these goals.

The Division manages all functions and services that facilitate the development and implementation of Modesto’s future through long- and short-range planning. The Division supports, facilitates, and expedites private investment in the community as well as enhancing the health, safety, and welfare of the community through effective planning for future needs, early identification of planning issues, and timely and efficient services in the area of land use entitlements.

The Division is responsible for administering the City’s land use planning and entitlement system, managing and coordinating the General Plan, Specific Plans, zoning and land division. The Division also assists in the management of the Capital Improvement Program (CIP), oversees California Environmental Quality Act review, and manages implementation through annexations, precise plans, zoning, use permits, variances, plot plans, and subdivision maps.

In furtherance of these goals, the Division serves as staff to the Planning Commission and Board of Zoning Adjustment and often engages the Council’s Economic Development Committee on policy direction.

Kaiser Medical Campus

Description:  The Kaiser Permanente Modesto Medical Center is a 1,425,000 gross square foot medical campus consisting of medical service building and a hospital facility, together with parking and support structures.

Location:  The Kaiser Modesto Medical center Campus site consists of two adjacent parcels, totaling approximately 49 acres, located in an unincorporated area of Stanislaus County, adjacent to the northwest border of the City of Modesto.





PELANDALE-MCHENRY SPECIFIC PLAN

Description:  The approximately 85-acre Specific Plan Area is within the Pelandale/McHenry
Comprehensive Planning District (CPD) designated by the Modesto Urban Area General
Plan. Adoption of this Specific Plan would allow the development of residential,
commercial, public facilities, and open space land uses on a partially developed site. See
Page 3 for a detailed description of the project.

Location:  The project site is south of Pelandale Avenue and west of McHenry Avenue (Highway 108) within the unincorporated limits of Stanislaus County, outside the City of Modesto.

Woodglen Project

Description:  
The Woodglen Specific Plan (Plan) proposes a mix of Low Density Residential, Multi-family Residential and Open Space uses (Figure 3). The project includes 77 Low Density Residential (Minimum 5,000 sf lots) units on 16.3 gross acres, 260 Low Density Residential (3,000 – 5,000 sf) units on 36.7 gross acres, and 196 multiple family residential on 9.8 gross acres.

In addition, the project proposes 9.8 gross acres of Open Space which includes a public landscaped linear parkway, a dual-function open space/infiltration basin, a play area and private recreation facilities (Figure 4). The plan depicts access along Carver Road on the west, Bangs Avenue on the north and Tully Road on the east (Figure 5).

Location: 
The Plan Area is bordered by Bangs Avenue on the north, Pelandale Avenue on the south, Carver Road on the west and Tully Road on the east. Agricultural land consisting of orchards and vineyards is located to the north and east of the Plan area. Single family residential development is located to the west and south of the Plan area (refer to Figure 2). The Plan Area is adjacent to the City limits in the unincorporated County area and within the General Plan and Sphere of Influence boundaries of the City.

In California, the General Plan has often been described as a "blueprint for future growth" or a "constitution for future development" of a community. The General Plan for Modesto is best described as "a set of instructions on how to build a city." This concept is further underscored by our General Plan's full name, the Modesto Urban Area General Plan.

City of Modesto Urban Area Growth Review

Public Advisory Elections (Measures A and M)

To ensure that Modesto’s growth is handled in a fiscally responsible manner, the Modesto City Council adopted an Urban Growth Policy on March 25, 1974. One goal of the 1974 Urban Growth Policy was to maintain a three- to five-year supply of vacant residential land for future development.

Measures A and M apply indirectly to the annexation of new territory into the City of Modesto, by requiring that an advisory election of the citizens of Modesto be held prior to extending sewer improvements to new areas with five or more dwelling units. Measure M does not apply to non-residential areas.

Measure A
On March 6, 1979, the voters enacted Measure A, the “Citizens’ Advisory Growth Management Act,” which requires the City Council to hold an advisory vote of the citizens of Modesto prior to extending sewer trunk lines to areas outside of the current sewer service area. Measure A allows Modesto’s citizens to voice their opinions on growth before it happens and ensures that City Council members know the public opinion.

Measure M
On November 4, 1997, the voters enacted Measure M, the “Modesto Citizens’ Advisory Growth Management Act of 1995” . The purpose of Measure M is to extend the advisory votes required by Measure A to all sewer improvements and to bring the public’s voice into decisions concerning whether or not to allow urban expansion.

Public advisory elections concerning extending sewer service are typically scheduled every other year in odd-numbered years if City Council determines, through the Urban Growth Review, that the City has an inadequate supply of developable land and that the City’s infrastructure can accommodate additional development.

General Plan Policies (Urban Area Growth Policy Review)

The City of Modesto Urban Area General Plan provides for a periodic review of the City’s Urban Area Growth Policy (Review). The primary purpose of the Review is to assure that there is an adequate inventory of vacant and agricultural land served with urban infrastructure to accommodate anticipated economic development during the next five years. If there is not sufficient inventory, there is a deficit in needed land and additional land should be added to the Current Inventory. (Refer to Chapter II, Section C.1 of the Modesto Urban Area General Plan for more information.)

Urban Growth Review is also conducted to assist the City Council in channeling the timing and direction of growth to those areas that can most feasibly be served with urban infrastructure. As an end result of this review, the City Council may determine which, if any, sewer trunk extensions as defined by the Modesto Citizens’ Advisory Growth Management Act of 1995 (Measure M, see below) are needed and schedule those areas for a public advisory election.

Recent Urban Growth Reviews and Public Advisory Elections

The last Urban Growth Review was accepted by the City Council in July 2003. Based on the findings of the 2003 Urban Growth Review report, the City Council scheduled the following areas for a Measure M advisory election:

  • Johanson CPD (501 acres) and Empire North CPD (141 acres) generally located east of Claus Road, north of Yosemite Blvd., south of Dry Creek and west of Church Street.
     

  • 80 acre portion within the Kiernan Carver CPD, bounded by Pelandale Avenue on the south, Bangs Avenue on the north, Tully Road on the east and Carver Road on the west.
     

  • Unincorporated 'island' area referred to as the Shackelford Neighborhood, generally located south of SR 99, east of Crows Landing Road and west of Main Street, containing approximately 208 acres.

All three areas received affirmative votes in the November 2003 Municipal Election.



Modesto Public Advisory Elections Map

Areas that have received support for expansion of development through Public Advisory Elections (City of Modesto Public Advisory Elections map) have not all been planned, developed, or annexed, but each area is expected to eventually annex to the City and be developed. The map link shows all of those areas that have been the subject of a public advisory election and indicates which areas have received both positive and negative votes. The positive or negative result of a public advisory election is not binding upon the City Council, which may choose to either allow or prohibit growth in these areas.

If this is the first time you are applying using our online job application, you will need to create an account and select a Username and Password. After your account has been established, you can build an application by clicking on the "Build Job Application" link. This application can be saved and used to apply for more than one job opening.

    THE SELECTION PROCESS

    Applicants will be assessed on the application materials submitted. This information will be carefully evaluated. Resumes are an important screening tool. Applications that are not accompanied by resumes may be more difficult to assess. Do not substitute any part of the application form with the words “SEE RESUME.”

    Applicants considered to be the most qualified will be invited to continue in the selection process. The selection process may consist of any combination of a written examination, performance test and/or an oral board interview. To ensure timely notification from the Personnel Department, it is the applicant's responsibility to maintain current contact information in the Personal Profile section of each employment application.

    Candidates successful in all phases of the testing process are placed on an eligible list based on test scores. Eligible lists are used to fill existing and future vacancies for a period of one year. Eligible lists may be extended or abolished sooner based on the needs of the City. Placement on the list does not guarantee employment.

    The Personnel Department reserves the right to revise the selection process to best meet the needs of the City.

    Reapplication Process: A disqualification from one recruitment does not restrict an applicant’s ability to re-apply in future recruitments.

    Applicants are responsible for their own travel expenses.
